Assuming its a lot like China, they have a lot of Chinese instead of black people.

Blacks in Europe aren't automatically the poor ones (hell, they don't even have a dialectic equivalent to ebonics there). The people in low-income areas tend to be Yugoslavians or North Africans.

And Turks in the Germanic countries, though they've got more mobility.
