To put it simply, yes. Each PC has a unique IP address both on your LAN and WAN. Where as your router may be using a gateway of 192.168.1.1, each subsequent PC will grab the next IP via DHCP in the pool. Some routers start at 100 so your gateway = 192.168.1.1 and your first PC would be 192.168.1.100. These are LAN Ip addresses and aren't the actual WAN IP address. Generally your WAN IP address is whichever you are currently assigned by your ISP. Depending on how far down the line Blizzard is locking down the IP's to it would be extremely hard for a hacker to steal your IP address. I would be more worried about the authenticator code.
It works like this:
Bane logs in and his IP assigned to him via his ISP is 63.128.42.101 (this day at least) most ISP's do not use static IP addresses that way they don't have to manage them all the time and re-enter old ones that have been given up back into the pool. So you may have the same address for weeks and then your power goes out releases that address and when it comes back on you may be 63.128.42.107 or something.
So Blizzard/Battle.net says if Bane is coming from any address in the pool of 63.128.42.X he can log in with no authenticator. So let's say his system gets compromised, that person would need to keep the PC in the general vicinity of his house or have a mapping of how the ISP assigns IP's in his 'zone'. Otherwise I would say he is pretty safe.
