If by "touch" you mean "become dangerously angry and frustrated at the lack of progress and start throwing things," then you are correct.

Ran a Memtest with the 500W PSU and no PCIe card hooked up. This morning (after 10 hours or so) the test showed 50ish errors. Will wait to see what it says tonight. Then, to double-check, I'll use the 300W PSU to run another test (without any PCIe card). If that test comes back clean then I buy a new PSU.

There's no such thing as 'too much' in a PSU, yes? As long as I order an ATX 12v then it should work with all my components... even if the output is 700w (the computer came with a 300W)?

The wattage is the load it can support, essentially. You're better off getting a reliable PSU than a cheap 1000w PSU, as they tend to run on the dirty side when it comes to AC/DC power conversion.

This has run for four years without a hiccup. It's pricey, but you don't need that level of wattage. Spend the extra bucks on something reliable, though.

Not in the sense that having a 4k watt psu would overload something, but they run inefficiently using such low wattage compared to the maximum. So if you care about electricity don't get the biggest and cheapest one. As a personal standard I buy 650w PSUs for new systems unless there is SLI/Crossfire going on. For you, 500-550 should be ok.

Thanks for the suggestion.

Last night I put the 300W PSU back in the case and ran another Memtest. There were 30ish errors after 14 hours. Does this point to faulty RAM or will RAM always error if you let the test run long enough? This irks the hell out of me since now I can't say, "Yep, it was the PSU"...

Ideas?

A stick of C4 and an investment into a new computer.
