To test that you actually have a reaction to lying(its linked to the fight or flight response) the detective wrote in sequence on a sheet of paper "2 3 _ 5 6" and had me fill in the "4." Afterwards he hooked me up to the machine and asked me "did you write the 2, the 3, the 4, the 5" etc. He told me specifically to lie on the 4 so they could get a reading on my actual response to a known lie.
He said the reaction my body gave to that lie was so severe he had to turn down the sensitivity on the machine.

It sounds to me that like most two-bit polygraph operators, he's using the thing as a sort of Ouija board - it's inherently subjective, so he sees whatever he wants to see because the decision is being made on the basis of other factors (the butt buddy network).
This is why they give polygraph tests but don't test for steroids. One is a conveniently subjective measure of moral character, the other is not. Lie detectors cannot actually detect lies. They detect physiological responses to anxiety, which is why the practice of establishing baseline results on inconsequential and deliberate known mistruths is ineffectual. Since there is no reason to be anxious, the response is inherently irrelevant.
