If someone is considered a vulnerable adult, they are considered not eligible to give consent for the same reasons people under the age of 18 cannot.

Line needs to be drawn somewhere. Keeping the retarded from reproducing for genetic reasons is eugenics, for starters, but if you're already entertaining that thought for the sake of their children, the blanket target is incapable parents in general which is a far far larger portion of the population.
