The emergency vehicle had their lights on and they said there was a verbal warning. The lights alone should suffice since it was dark and those lights are bright... a loud crowd can't drown that out. While you argue that the situation doesn't green light the cops to mace the group, the situation didn't green light assholes to dance in front of the vehicle or throw beer at the officers. Just keep in mind from what we can see in the video, no one got maced until after the crowd started
attacking the police with bottles and cans... and just clap your hands and just clap your hands.
