Case in point - it's that 500k, not the big 12M, that really counts.
Unless you think your "500k" are more likely to be on inferior connections than the other subscribers, probably ~1%.
I doubt C-WoW players (who weren't affected because C-WoW and its infrastructure is discrete), players who don't log in, players who aren't players because they don't do any meaningful activity on their other accounts, botters/hackers/launderers, etc, were affected by this change.
I feel...pretty confident...the only people affected...were active Western subscribers.

The post you quoted states that ~99% of users had lower latency, and ~1% had higher latency. 99 + 1 = 100, so there aren't any users unaccounted for here. Unless you think there's some difference in the percentage of your 500k "active" users who have poor connections, simple math suggests that ~1% of the sample of "active" users will have been negatively affected.
