I feel...pretty confident...the only people affected...were active Western subscribers.

The post you quoted states that ~99% of users had lower latency, and ~1% had higher latency. 99 + 1 = 100, so there aren't any users unaccounted for here. Unless you think there's some difference in the percentage of your 500k "active" users who have poor connections, simple math suggests that ~1% of the sample of "active" users will have been negatively affected.

That is not what I'm arguing. There's no room for "unaffected players" in between 99% positively affected and 1% negatively affected. You can't focus on the latter figure without acknowledging the former. Perhaps the numbers only referred to active players, or perhaps they were an extrapolation based on active players. Either way, 99 + 1 still = 100.
