Oh I fully agree. It was nice when the parking spots all opened up though.

That would be great so long as there is some sort of "extenuating circumstances" clause. Like, someone is diagnosed with cancer mid-semester, and can't complete their course-work. Have to be reasonable about things, you know?

Investigation of the extenuating circumstances will end up costing more than the grants did in the first place. Community college isn't exactly expensive by American education standards.

Creditors as a general rule tend to be rational economic actors. If they can get away without an extenuating circumstances clause, they will. If it has to be written in there, they'll drop the entire contract idea and stick with the status quo because it's cheaper in the long run.

I agree somewhat.

TL;DR: "See, white people? You know it really sucks when white people have it bad, too."

And it's true. Trickle down economics is bullshit, plain and simple. Companies reap profits, it does not trickle down to the employees.

A) They use the profits as venture capital to open new establishments, divisions or branches

B) They sit in their air conditioned offices at the tops of skyscrapers and hold board meetings to vote on how much of a raise they give themselves

Since economic times are tough all around, white people feel the sting to a greater extent, and suddenly the idea of blacks and minorities struggling to pay bills doesn't seem so much based off of laziness or welfare, but rather a result of the same bullshit, except multiplied due to the continued existence of racial barriers and social stigma.

There should be standards for grants. The grantor gives money up front but if the completion of the semester doesn't end positively (meaning failing grades, dropping classes, dropping school, poor attendance, etc.) then the grantee should be required to pay back some, or all, of the money.

Taking six classes? Fail one of them? Now you have to pay back 1/6 of the grant amount. Drop all your classes? You have to pay it all back.

I see. How would you feel about being asked to retroactively pay back the National Guard the cost of your education, equipment and training?

If the state was investing in me and if I couldn't perform (since most things in the Army/NG are a Go/No-Go) then I think it's fair that I pay them back if asked to. The only thing they could get me to pay back is the cost of equipment which amounted to clothes. All weaponry and other standard issue was provided by, and returned to, the Armory. They can't get education costs from me since I never received tuition assistance; no reimbursement, no payment and no GI bill. None of that would've happened since I performed very well - Expert/Sharpshooter on all tests, 270+ on my PT exam and I was selected as Squad Leader for four weeks, as well as being available for first/early response for state needs like disasters.

See, unlike you, I paid for my own education by working and using a tuition reimbursement program through the Home Depot. Even with that program, if I didn't maintain a certain grade for the classes I signed up for then I wouldn't get any reimbursement (or sometimes a partial reimbursement). I don't see why having performance standards for grants is such a 'Woah!' idea with you.

You worked for Home Depot, your argument is invalid.

What about being able to perform, but dipping out the second your group gets called to go overseas?

Spoiler (highlight to view):
Because that's what you did.

I thought he dipped when the government failed to uphold their part of the contract he signed when he enlisted? That's not as uncommon as you think. I knew a few guys that took an honorable discharge and left over things like not getting the specialty schools they were guaranteed or not being stationed at a location specified in their enlistment papers...and that was regular military, not the Guard. One of the guys I enlisted with didn't even make it through boot camp, because he took the option of an honorable discharge and coming home because he had an allergic reaction to something at boot camp.

Pretty much. I tried to get something that was contractually 'mine', but since Virginia wasn't able to afford that program, they told me tough luck. We kept pushing the issue while I provided my service and then I received a discharge (against my will) from the Adj. General of the State. I wanted to go to school so I could get commissioned but that didn't play out and instead I received a discharge against my knowing or will. Shit happens. I moved on.

Send me your contract. I'll tell you if you actually got screwed, or if this was written into a clause. I don't want to be too discouraging here, but government bureaucrats know what they're doing and the thing was probably airtight for them; less so for you.
