Those were extraordinary stipulations that I've yet to see any evidence the recruitment guy had any right to commit the army to. Like I said, show me the protocol that says this guy can just sign off on whatever he thinks is appropriate.

If the recruitment guy, on his own authority, offers him ten million dollars, he's personally liable for ten million dollars when the terms of the contract are met. As for the second hypothetical, I'd have to guess about the amount of discretion a recruiter is allowed to exercise. On the basis that the recruiter isn't the only person to see a potential recruit's file, I doubt he's ever in a position to make that decision.

For altering the boilerplate? If they work anything like companies do, the protocol is to send the demands up to whoever does the lawyering on their behalf (presumably JAG in this case). A recruiter, who according to all the phone calls I got in high school is always a Sergeant, has no authority to promise anything to anyone; he can at best show you the standard contract that is the starting point for everyone.

Those sorts of things are a) standardized and b) reviewed. I doubt any low-level recruiter could do such a thing.
