The good behavior is that it's forcing a dialogue between parent and child, which I think someone stated as a good reason to have such a law. So forcing good behavior (the dialogue) on top of good behavior (not having a child you won't be able to take care of.)
The only other reason I can infer that they want this law is that pro-life parents don't want their children killing children.
