I know how you could do it.

Make each debit card thing have a specific budget. Essentially, force poor people to live on a budget by making a certain amount ONLY spendable on gas, a certain amount ONLY spendable on food, a certain amount ONLY spendable on Rent, and so on.

You could also eliminate cigarettes and alcohol from it altogether, since you should have money if you're going to waste it.

I think a condom budget would be acceptable though.

It'd be a good start. I'd actually like to see all potential welfare recipients (of the unemployed variety) be put to work for their checks. Show up to the court-house by 8am and get shuttled to some area for some community reinvestment. In exchange, you'll get paid an hourly wage.

I'm talking about walking through neighborhoods cleaning up trash, cleaning and policing parks, trimming trees, painting fences and buildings, etc.

Win/win for everyone... the community get's cleaner, the community get's some honest jobs and the money isn't spent in some price-hiking service companies contract.

From a usage standpoint it would probably make things easier (except for the alarming number of places that only take cash in Boston) but you should remember that being poor or unemployed is not actually a crime, especially in such a shit economy, so keep in mind that a lot of people on some sort of public assistance right now aren't actually on it because they use drugs or can't keep a budget. And I personally think it's unrealistic to think a legislative body would be capable of dictating a budget worth a damn anyways. They can't do it when it's actually their job in the first place on the state or federal level, and most of them have never had to actually stretch a dollar in their lives. Public assistance works best as a publicly funded chance to keep your ass above water, if you waste that chance that's on you.

Something I actually agree with Eturnal on woah. I still don't understand why we dont have PWA or WPA type organizations that make people work for their welfare check while giving them something meaningful to do with their day. I think that the fact that having something to occupy people's time is an incredibly important and often overlooked aspect of welfare reform. If people are working an honest 5-8 hours per day they don't have those 5-8 hours to sell drugs, participate in gang-related activity or negative activities that allow them to escape from boredom.

The problem I see with other modifications to the system is their intention is to "make it so money is spent on what it should be" is that they are easily bypassed or end up costing more money than they save. People already sell foodstamps. I'm not sure that handing out a debit card would change anything. And in the event that the debit cards are so secure and scam-proof that they are impossible to sell/transfer the cost of this security could easily be much greater than the money saved.

I actually like the idea of the whole "work for your welfare" thing. It's a great idea for sure, but is it practical? Wouldn't there be some additional cost going into enforcing it as well as taking jobs from other people and all that jazz? I'm not criticizing, because I actually think it's an idea worth pitching. I'm juts curious.

This is what I meant by a "middle ground" some threads ago. This is an idea that could weed out the leeches while still preserving welfare, something that a lot of people need. Why hasn't this been proposed yet?

The public beatification workers in Manhattan and Newark look like former homeless. These programs already exist, and there are not nearly enough positions to "put everyone to work for their welfare check" so to speak. And as Dek pointed out, being unemployed (or living below the poverty line) isn't a crime.

Sure, it's not a crime, but some public service could be a requirement to get a welfare check. Rather than employing individuals full time, maybe say a person has to complete (at least) 8 hours of community service every two weeks before they get a check.

Who says what would constitute community service?

Stupid question. Who says who says what, anyways? Someone, that's who.

Anything that serves the community would be considered I am sure. But it has to be a trustful source not mowing grandma's lawn for 20 hours. YMCA, SPCA any non-profit organization or something like that, soup kitchens etc......

The idea in itself would be a good one, in the beginning it would be expensive because as someone said there would be a burst of new jobs to regulate all of this. I think it would be offset eventually with how many lazy good for nothing people you could kick off of welfare for not doing their part. I completely agree with making people contribute back to the community that is supporting them. Most government offices will tell you they are understaffed and over worked, well put these people in those jobs hand them the same welfare check that they don't have to do anything for now and call it a day.
