More likely it's the tobacco companies who are so deeply ingrained within both government and their own industry to allow any sort of competing product. Something natural without any of the added tar or chemical crap that can easily be grown anywhere and provides more relaxation than cigarettes isn't good for their bajillion dollar business. They lobby, hem and haw, finance "studies" to show how dangerous weed is, etc. The problem is, they have the influence to pull it off.
From most of what I've read (independent studies by various universities, etc), any adverse health effects from weed pale in comparison to those of cigarettes, yet cigs are perfectly legal/taxable/acceptable.
Disclainer- I've never used any drugs either. I'm not a fan of the more hardcore drugs, but I've got no problem with marijuana, or anyone who uses it in moderation. (Though potheads who toke up 4 or 5+ times every day are gross, and up there in grossness with the people who smoke a pack or two of cigarettes every day.)
