Yeah, its called properly maintained and updated equipment as per government guidelines. BP's oil disaster plan was laughable and all of the other major oil corporations had pretty much the exact same plan. Why? Because they didn't have to have strict protocols, only some half-assed "plan" because that's what the government required them to have.
This is what self-regulation gets you, enjoy your inevitable disasters (which will be fixed by your tax dollar, talk about fiscally conservative!).
EDIT: Cave-ins are bound to happen in mines. Why bother reinforcing tunnels if they could just as well cave in due to Jesus anyways?
