i'm posting from work and thus without means to verify, but i think the equipping might trigger an internal cooldown which would make the third line only happen when the first two can't because they're already equipped.

you could also use the standard blizz equipment manager, set up each configuration as a set, and then use the /equipset macro function.
for example, on dek i have gear1 and gear2... gear2 has my pvp trinket etc. and i use
/equipset [spec:1] gear2; [spec:2] gear1
/usetalents [spec:1] 2; [spec:2] 1
that changes my specs and equips my other set in one button push. that way i can manage new weapons in my equipment manager and the macro will always work without me changing it.
