Alright so here's the deal. I'm living in a fairly old house and the ac unit is poop. I want to put a small ac unit in the window in my room but the windows are jacked. So what Im looking for is a small possibly affordable way to cool my room without destroying the windows. Please help, Florida is really hot and Im tired of coming home from work only to sweat more. =[

Dehumidifier + fans is what I used to do when I didn't have AC (although Toronto is almost always quite a bit cooler than Florida).

Open a window, put a fan facing out in the window and find another window elsewhere in the house (think opposite ends of a room or area) and crack that window about 2 inches. It will create airflow blowing out the fan window from the 2 inch cracked window.

This is what I was thinking of doing, I found a fan with some sort of cold water filter that supposedly cools the air but I bet it doesn't work that well.

Looks like something like this could work, it's a little expensive but it could be worth it as long as it isn't shit.

Buy a bag of ice at the store, empty it into a tub and run a fan over it.

You're on the right track with portable AC units. When I worked at the Home Depot we used them often to cool down the outside registers. I'm sure you are going to have better models than others, but if you run over to Amazon you can probably use all the reviews to help narrow your search. (Amazon has a couple listed for the $100ish range, too.)

Use dark curtains or blackout curtains.
Put a reflective tint on the window to keep extra light outside.
A fan with a damp towel draped over it might help.
Wear fewer clothes.
Open two or more windows/exterior doors and create a breeze-way.
