In a perfect world, an entirely intelligent, fair, and kind monarch (a dictator might be better since its absolute power without the bullshit of the royal family) would probably be the perfect form of government, mainly because the public as a whole doesn't know what's best for it and legislatures can drag out incredibly crucial decisions.
What if there was a school/institution that chose a variety of boys/girls from all the best places in society or something (like, test every child, and when they score ridiculously high, they get admitted...only admit 500 or so children).
Then from a young age, all these boys and girls are educated in all areas of law, science, math, religion, ethics, etc. There is a strict emphasis on ethics etc...philosophy and the like. As soon as these young people hit the age of 50, they are eligible to become supreme dictator/ruler with absolute power for exactly 1 year. Anyone in the program who isn't selected can then function in other areas of the government in service to dictators etc.
Then, after the year, a person from the next pool of 50 year old super geniuses is selected.
Selection could be done by a citizen vote.
