So im at uni as you may/may not know and ive encountered frustrating internets. the internet itself is fine, like a 600kbs download and fast for everything else, except for wow and sc2. Sometimes wow (most of the time) sits at like 2k ping for no explainable reason, and sc2 online always has a 3 second delay, but l;ike i said everything else works fine.

Is there anything i can do on my own end or is it a case of "you dont have control of network, your fuxxored, get a new game to play"

We had this problem for 2 years. It fixed itself magically one day.

The explainable reason is that it's a shared system so everyone hogging bandwidth fucks you, and you fuck them in turn. Everyone loses.

(it's ugly people torrenting shit and girls forgetting they have 50 youtube tabs open)

downloading and other innernet games work, just sc2 suxxors 100% and wow about 50%

Quad, download speed is shit, check you upload speed. WoW and SC2 are interactive games that react to your input. If your input isdelayed to the servers it will appear as you are lagging real bad. This could be why your download speed appears to be fine but you lag and dc like hell. If you are sharing bandwidth with other online gamers and people uploading to torrent sites then you are fucked.

That is your problem. For example, My upload speed at home is around 6mbs, that is about twice as fast as most "standard" internet services because of recent hardware upgrades and the fact that Comcast has a MAJOR competitor now. EPB was on Yahoo and national news for the new 1gig home offering for 350$. We know/used to work with some of their network engineers that said they could hit those speeds easily. Thats 1gig symetrical (up and download) also. So compared to my average upload of 6000 kbps, you are at 4.95% the upload speed as me, and I dont have a static IP so I could fluctuate in speed. There is your problem on SC2 and WoW. My best advice would be to run a speed test at various times to see when the upload is higher and or ask whoever handles the university IT to see why your upload is complete shit. The reply will probably involve porn downloads and trying to get 100s of young men to stop them, but I dont see that happening. Good luck though.
