Sounds good on paper, in practice not so much.

What if you live one town out of the zone or are just short of meeting some sort of bureaucratic requirement?
What if you don't have the connections to get certified?
What if you have rivals who use the certification to block you out of the market?
What if foul play excludes you from the supply chain so you can't meet the criteria?
What if you own a piece of land not in a designated region and watch your land value plummet because the area doesn't have this certification?
What if you do own such a piece of land, and all of a sudden find yourself being dragooned off your land because you happen to live in this region and someone affiliated with the cartel wants to be able to set up shop there?

This sort of law opens up so many opportunities for foul play and corruption it's mind-boggling.

Besides, do you really think any constructive prosecution is going to come out of this? Are they going to take action against French people committing some sort of malfeasance? Or just against other members of the EU or people who happen to not be part of the in-crowd?

Better question:
We have restrictive laws about housing, labor, banking and the environment because experience proved them necessary - because before we had those laws, it sucked.
Was the status quo unacceptable before these laws were passed?

Depending on how you analyze the results they didn't necessarily even win. Wine evaluation is so silly and subjective that it hardly seems to matter, though.

I'll agree with Argentina. I've never had a New Zealand wine I've liked, though that doesn't mean they're necessarily all bad.

personally i think wine sucks. I don't think i like anything liquid served room temperature, however.

I'm a real big fan of South American (I like Chilean wines more tbh) and New Zealand wines too. I still know who's on top, however.

EDIT: I liked wine up until I drank 2 bottles of it last thanksgiving on top of a quarter bottle of scotch and a couple beers and i was hungover for 36 hours.
