It's the reasons for which he is clapping that are more important than how many people are joining him. If anything, the New York legislation can be put forth as a template for the most appealing/least offensive way to pass this kind of legislation in other states.

The only reason this passed was because republicans, instead of doing what both parties usually do with legislation they don't like when they control a chamber, allowed it to the floor of their chamber for a vote...and then some of them actually voted for it. The relative silence you complain of was deafening there, wasn't it?
