Those are ideals that people in Vermont and Utah both share. They share a common language, a belief that the best man should win, that they are entitled to protection under the law and the right to by and large do as they please.
If nothing else they agree to share the same country and play by the same set of rules.
Expecting immigrants to "assimilate" in the sense they must learn what is the lingua franca of this country and accept that they compete against members of other racial and ethnic groups on a "play the ball as it lays" basis is nothing more than common sense.
