I hate to split hairs, but that one specific thing can't be quantified and applied to a state since there hasn't been a real study on it. At most, you can get alleged or reported cases, which from a bit of search, doesn't give any conclusive information to substantiate your claim. At best, a search will suggest West Virginia and Kentucky are the front-runners, which again, can't be proven. I figured you were using some other metric (and associating it with inbreeding) which can be measured but that clearly isn't the case.
