Those washers mean jack shit. A case will either have raised mounting points for the screws, or you screw in standoffs to the case to elevate the board. The washer goes topside of the motherboard, which really doesn't do much anyway. If you're trying to loosen a screw and you touch a component, you're still grounding the circuit via the screw that's screwed into the case through the center of the washer.
A HEPA filter filters what's in the air. If the dust is caked to the system fans and board it won't help at all. You can run a filter in a closed room to eliminate most dust particles that will get sucked into the computer.
