If closing loopholes means more money goes into the government than would have(and i dont like loopholes of any kind) then yeah in a way its raising taxes.

Wealthy people (and non-wealthy) use loopholes to skimp out on taxes. It's why politicians are always decrying loopholes and advocating we close them.
