Well that's misleading. You could certainly do the heroics, some were just super douchey(SH, Ark) and others were pointless(AC). Everyone needed to be good and basically be wearing BiS up to that point(rep epics/best blues possible), under those circumstances you would be fine in the majority of heroics and still be able to do them all(just with wipes in SH).
The ability to pug them with reasonable ease probably didn't come until after nerfs and/or after people were 70 long enough to accidentally acquire some skill/gear. Guild groups should have been okay though if they had gear, which was fine because the game was way less centered about grouping with random retards at that time.
If your point was the huntsman was easier than SH, then you're totally right. Early Moroes without priests/pallys kinda sucked major dick though. The option to ignore most fights in Kara meant you could probably be doing Huntsman/Maiden/Opera while lacking the ability to do the harder heroics... So I guess you're not specifically wrong, but not that right either.
