What server and faction do you want it from? The free 80 and the server/faction change are linked and I think have to be used together on the same thing. You'll be able to get the 80 on whatever faction and server it is sent from (essentially sends from specific characters).

I'm fairly certain the sender can be lvl 1, but not positive.

I think him being willing to give you anything is the best offer you'll get.
