It doesn't, really. It's not government/taxpayer dollars, and there's no more quid pro quo involved than anything else in politics. Whether he uses campaign funds to pay for this woman or another staffer makes very little difference.
I mean, I'm not saying that it's not sleazy as hell, probably an abuse of campaign funds, and morally wrong besides. I'm just saying it's not comparable to stealing from taxpayers or abusing the institutions of government.
Besides, most American politicians have had mistresses etc. Do a quick Google about the personal lives of JFK/FDR/LBJ or - I dare you - Thomas Jefferson. Men who are attracted to power are also inherently more likely to have extramarital affairs.
