The nearest hits I got indicated that they intend for gearing to be more like in WotLK/Cata, where basically everyone gets the most powerful items and the level cap increases each frequent expansion. In the context of RMAH this seems to mean basically that all the kids will buy their gear from chinas each expansion and Bliz gets a cut. I suppose I shouldn't be surprised that their vision for the the game is "give us money to log in and give us money". This game will appeal to idiots.
After initial skepticism and disagreement, most fans accepted the logic behind the change, and a site vote on Diii.net found nearly 50% of fans strongly supportive of the change, with just 16% objecting to it...

Anet is much more aggressive in this respect (so much so that when something is broken in Guild Wars, they'll say "check the Wikia it ain't broke yo")
