Fish can be either schools or shoals, it all depends on how they act when in the group. The way I've tested whether or not a species of fish is a schooling or shoaling species is by tapping on the glass (in a fish store, for example) and if they scatter and regroup they are shoaling (as opposed to all moving in a direction together, in which case they are schooling).
