You can easily max out all skills. Special maxing isn't that hard either if you plan ahead with old world blues perks and the free special at the end of lonesome road

Well maybe. I didn't plan for that though.

I lied. it's only 61. You can max everything but charisma but that's worthless. That's unbuffed.with temporary stats you can spend less in intense training.

I never get Intense Training because it's not a "perk". And yes I always put only 1 point in Charisma.

You can use consumables to get special, but you can't use them to get perks. Hence I'd rather cap perks and rely on consumables to cap charisma if need be.
