You have just beat the first gym, moving toward the slowpoke town. Crazy old man gives you a rod - catch koiking. Stick him in front and level his uselessness.
It pays off, gyarados is crazy op early on in the game. Later when you can replace it with a dratini sure I'll agree there's better options :3.
I absolutely hate the game corner in soul silver so that's not really an option to get a dratini >.>

This will depend on the generation. For example in soul silver they no longer define all elemental attacks as special there are moves labeled as either special or physical and that determines the damage type.
Ice fang is ice [obviously] but is also physical. It will deal ice damage based on regular attack.
Surf is water and special. It will use special attack.
My gyarados is only 40ish but it has bite, ice fang, aqua tail and I stuck surf on it out of impatience.

The first three are all physical abilities and work quite well. Dark/ice/water :3
Of course now that I am able to face the Elite four I can work on my ideal team of six. I generally steer away from legendaries but maybe I'll use lugia for the hilarity of it following me around. "Hey guys, it's just the legendary protector of the ocean -- nothing special to see here. He's just out for a stroll."
