Sine the three are brothers it would be able to skip, Moira is technically the heir though she is probably disqualified because she is a woman and that is implied through the quests. To get to the next heir it would go to the first born Male offspring, that would be her baby, so to the fact that they are all descended directly from Mangi, and well Muradin was too busy being dead to have a child, and Brann is to busy playing in the dirt to have a kid.
The other thing to keep in mind is this is not a Monarchy perse, It is a Clan. The dwarven power structure might work a little diffferent then a monarchy.
