Well maybe not to that extreme, but I do believe that Blizzard, and all game companies, craft their characters in a certain way to entice all people to play the game. It is a little more crucial in a game like wow. When you join a faction and subconsciously make those, possibly borderline racist, connections to your race in the game...you feel a sense of brotherhood with members of the race who are similar to you. This also brings the natural sense of pride for your race with it and, conversely, a sense of superiority, or even slight hatred, towards other races.
While I do not think it is necessarily a racist intention, I think it is a smart move for Blizzard to keep the game interesting. As we all know, wow has an enormous social aspect to it. And the "racism", as you describe it, ties make that game more interesting. It makes battles more epic, brotherhood bonds within the race strong, brings people deeper into the lore and history of their race, etc.
Wow could also be viewed as, and I just thought of this so its not a fleshed out idea, a way to overcome those racist connections. If they draw some vague similiarities to different races in the characters players can choose from...and then force everyone to work together against a common enemy (Arthas for example) then it is sort of like...breaking down the boundaries between races...working together...putting skin color aside...etc.
Again that is a theory in infantile stages and not thought out at all but just something that popped in.
