I have a friend in Gothenburg Sweeden who claims to have 100mb/s fiber in his apartment. He is going to university there, so it's possible that's a campus thing, but I don't remember .gu.se having a lot of on-campus housing when I visited.
It's difficult to find really great rates in US or Canada just because of the size of coverage area. Sweeden/Denmark/Japan/etc have to cover about as much as a single US state for the entire country, so they can churn out the glass like it's nothin'. We have to worry about a nationwide offering that will hold up the same in Chicago, New York, Los Angeles and every Springfield there is exactly the same...so it gets to be a matter of cost very quickly.
