Kinetic bombardment.

Take a high-mass rod and launch it towards your target, from space, at a high velocity. The rod would be hard to detect because of its profile and velocity and, upon impact, would produce the equivalent of a small nuke. Not sure how they would shoot one into the ocean without it expending its energy upon impact with the water.

Anyways, this was something that was brought up during the Reagan era. Has it been fielded - who knows...

well i could link you to some sweet particle physics essays that you probably wouldn't understand (not being condescending, even i don't understand most of them) but i'll just say they are weapons that rely more on particle acceleration instead of nuclear fission.
