New customers or people new to smartphone upgrades have to choose $15 month data plan for 200MB or $25 month data plan for 2GB.
If you currently have an unlimited smartphone data plan for $30 you can keep it forever and not required to update it to the new data plans.
Is there something in between that $15 and $25 data plan? Also is there a way to look at my average monthly data usage so I can see which plan is the best, or should i just remind myself to check it every bill that i get?

There's not an in between.
If you have the $15 monthly plan and go over the 200MB, AT&T will charge you $15 for an additional 200MB and again etc..
If you have the $25 2GB plan, and go over 2GB in a month, they will charge you $10 for another 1GB.
if you have the $15 a month data plan and you go over within the first 15 days and say you change to the $25 data plan on the 15th of the month then you will be charge $7.50 for the first 15 days of the 200MB plan then charged the $12.50 for the remaining 15 days of the month for the 2GB plan. They prorate the data plan charge but not the actual data usage. So you don't have to worry about data rate usage proration and not pay per KB/MB overage.
Obviously connected through wifi and any of the 20,000 AT&T wifi hotspots you won't get charged at all for data.
