Actually, it's more of ignorance of the reasons behind it.
The NYC transit system, at least the trains, was clean. In the past few years, though, it has taken a turn for the worse mainly because of certain things:
1) The strike pissed off the entire city.
2) The riders hate the cuts in service and increases in price.
3) The MTA has kept two accounting books and is rife with corruption, all of which eventually becomes public knowledge.
Latest exposé? It's concerning cleaning the subway cars. The workers are apparently in charge of cleaning 2 cars each. Video and photos of them not doing much of anything surface. People backlash more because of the cuts, increases, and watching (pardon the pun) a train wreck.
Anyone not looting something in government these days is probably someone who has no clue. Someone like Callysta should be fully aware of that facet of her prior field, anyway.
