To say it's the overreach of government suggests that this jives with the general philosophy of American government, which it most definitely does not. No, this is just a prick who was elected mayor, and this won't withstand the first citizen to say "hey wait a fucking second..."
I've been stopped and asked for my id when i was 13-16 numerous times by police while out walking in the evening/ night time.
