The bit Eturnal initially quoted makes me think it does provide an exemption. If "the area in question" for a woman wearing a hijab is just the bit obscured by the headscarf (and none of the rest of her body) then the "area in question" for anyone not wearing one is none of their body and the entire procedure doesn't take place.

The TSA guidelines refer to bulky clothing. The exemption refers to someone getting selected for additional screening only because they're wearing a piece of bulky clothing that could be concealing something. If someone gets randomly selected or chosen for screening based on behaviour etc., then they would still be subject to a complete examination. They're still entitled to request a patdown over a scan, and it can be done in a private area if requested.

The CAIR page says you can request to pat the area yourself and have your hands checked for explosive residues. The TSA guidelines aren't explicit, but they do say they may "provide officers several options when providing additional screening of bulky clothing items, including explosive trace portals, limited pat-downs and explosive trace detectors" which is consistent with the CAIR statement. If the TSA officer feels there is a real threat, they don't have to agree to the request.

These random pat downs have been going on in London for years. I flew out of Gatwick in 1989 and was randomly selected to be searched. No screening area... just "Sir, step over here. Raise your arms and set your feet to shoulder width." 15 seconds later, "Thank you, sir." It was quite a surprise, but we all thought it was funny.


Less funny was the one hour delay while they completely emptied the baggage from the plane because someone checked luggage onto the aircraft but did not board the plane. :/

This might be a good time to remind everyone that approximately 233 people re-boarded that plane with assault rifles, pistols, and machine guns–but nothing that could have been used as a weapon.

What if a woman has some serious mental trauma, like from a rape or other sexual assault? Wouldn't having her vag felt up be a bit of a trigger?

There's a scanner at Fort Lauderdale International that I've gone through three times this year. I haven't heard of anyone, including myself, having a problem with it.

And as far as both go, just chub it up and you'll be fine, you god damn pansies.
