While the "town crier" definition is correct, I think that what it is meant to imply is either
an officer with the status of ambassador acting as official messenger between leaders especially in war, or one that precedes or foreshadows, the latter being the concept in mind behind the idea of the Silver Surfer as a herald. Given that we have little, if any, use for the word to describe something like a town crier in the modern parlance, it is most likely that game designers were aiming at one of the two meanings listed here.
