About the only time anyone should ever say "The N-word" is when young kids are around, much like "The F word", or whatever. Any time the conversation involves anyone over the age of 10, what does saying "the N-word" instead of nigger really accomplish? Does it say, "I want to discuss this but the word nigger is so offensive to me that I can't bring myself to utter it"? Because, outside of this silly rationale, everyone involved in the topic understands you mean nigger, so if you want to talk about the word nigger, and its impact, then say nigger. And, nigga? If you think that's different, just walk up to a few random black people with the greeting, "What's up, Nigga?"
Having grown up in a different time than most of you, and in the southern US, I think I can say that I've had a front row seat in the evolution of the word nigger. I've thought about it quite a lot. I've said this on these forums before, and been met with some level of derision, but I still contend that, while almost always inappropriate, it is still okay for black people to use the words nigger, nigga, etc. while it is not okay for others to use it. It is a form of self-deprecation, imo; bonding words that underscore their commonality. Sort of, "In the end, we're together in this one thing. We understand what it is to be black." I feel the same about gay people using the words fag, faggot, or whatever with other gay people. I'm not black, or gay, so I can not share this bond with them. I'm okay with this. I don't even look at it as racist, exactly.
Additionally, the impact these words have on people is so unpredictable. You may have a black friend who is unfazed when you use it, but there are black people who would cut your throat for using it with your friend, even if you weren't talking to them.
In the end, you have to ask yourself: Do I really care if black people use the word nigger, but get upset if I do?
tl;dr Nigger is still an inflammatory word that has so many appropriate alternatives that using it almost always seems like an intentional attempt to piss someone off.
