I listened to the full audio on my original link while I was eating lunch. Over the course of an hour or two, there were many reports coming in about attacks; people bleeding, people getting pulled out of cars by mobs, people jumping and hitting cars, etc. The dispatch was overwhelmed and they had almost two dozen squads to the area trying to police the situation. I doubt they're going to call in the national guard or put the city under martial law, but they did what they could do with how wide-spread the problem was. From
another video, "...19 officers were in the area responding to calls, but the activity would ebb and flow. When the officers would have one area under control, disturbances would pop up in another area."

Sounds like the cops weren't being cowards but were instead just a few steps behind the mob. If our roles were reversed and if I suggested using weapons (or at least flexing police muscles by showing weapons) to deter or prevent the mob, you would reply, "Excessive use of force... unarmed mob... wasn't a threat to anyone... cops are cowards for bringing guns to a knife fight... etc."
